I live in a apt and whenever they deliver a package the driver leaves the packages outside on top of the mail box. It's happened 3 times alreadyou with packages that can fit in the mailbox. They don't even ring the buzzer so I can let them in. What can I do about this?

Yes, when the package can't fit the mailbox the mailman always comes up to my door and either leaves it there or knocks on the door and delivers to me in person. Sometimes if they consider it necessary they will leave a authorized note for you to take it to an USPS station and pick up your package there.

if ur package is to big he will knock on ur door and live it there but if it is small he will leave it in the mailbox thx

You will have to go to your mailbox! Usps will only bring priority mail (that you have to sign for) to your door!

If it fits in the mailbox they leave it there otherwise at the door.

If the item will fit in your mailbox, it will go in your mailbox. If it won't, it will depend on the type of apartment complex you live in and how secure it is. My experience with apartment complexes is that they are either townhouse-style where a resident has their own private entrance, or it is an apartment building with a common entrance.
If I feel the situation is secure, I will leave the package by the resident's door. If I don't trust the security, I will leave a notice of attempted delivery in the mailbox. Where that common entrance is locked and only residents can enter (and I have a key), I will attempt to deliver the item by ringing/knocking.
Even if the outer door is locked, some apartment complexes are of a transient nature and renters come and go, often without leaving address changes. Such settings suggest irresponsible people, and in such settings, the risk of theft is much greater. I will not leave anything sitting out in places like this. UPS is taking a big risk when they do.
